Of course there will be enough restriction on regular fuels that a severe shortage develops. The common sheep are too dumb to freeze but surrounded and isolated by ravenous wolves called "pastors". They cannot fight while isolated.

Smokeless fires during the day using bricks around to help hold heat to release slowly during the night. Plenty of sleeping bags and blankets. I have heard of water system that uses PCV pipe place deep underground to pull heated water up to warm up an area passively. But like before your house must not look like one of high tech, keep the outside simple so not to attract attention."
