Rumors of Civil Unrest Preparation

The latest leak of a military plan to restore civil government in the expected event of civil unrest is no different than past scenarios we have read. It is not especially insightful and appears to be a plan to deliberately lose control. The missing element is any discussion of Fourth Generation War-- not to be confused with insurgency.

The plan may be intended to begin soliciting popular support for the losing side of 4GW, the state. The legitimacy crisis is expressed in the purpose: "In dealing with the local populace, the primary aims must be to: Protect the population; Establish local political institutions; Reinforce local governments; Eliminate insurgent capabilities; Exploit information from local sources."

The first mistake is that it assumes that a civil war would seek the overthrow of the constitution. More likely what would happen is that a state or region may secede, resulting in the dispossession of the present regime. In the conflict the former government employees feel threatened by their sudden loss of employment, and are willing to report their uncooperative neighbors to outside forces that come to rescue the government.

To make this scenario possible, a modernized STASI was resurrected George Bush. Informant nets will make this civil war very personal and brutal. The population is ready for a civil war: Americans want to place each other under arrest. "Americans, by nearly a 3-to-1 margin, support the increased use of surveillance cameras," a measure of the collapse of mutual faith and good will. Certainly not the "Golden Rule" of Jesus.

The lack of military skill of the writers is reflected in the same generalizations that gave us Iraq. The falsehood that, "An insurgent organization normally consists of four elements: Leadership; Combatants (main forces, regional forces, local forces); Cadre (local political leaders that are also called the militants); Mass base (the bulk of the membership)." This not what they found in Iraq. The bureaucracy is still fighting the German army, which is why we maintain that that the US could have been defeated by armed men to restore constitutional government long ago. But by using 4GW, not by "organizing."

Their naiveté is shown by this statement, "Insurgent movements begin as "fire in the minds of men." Insurgent leaders commit themselves to building a new world." Perhaps Fidel did, but the New World Order carries out revolution without involving the population. The elites are building a global security state with no mass movement.

The entire plan is a warning that no area of life will be left untouched and unregulated should the government fail to get the popular support that the employees feel they deserve. There has never been a question that the fed has plans for dissidents: their real fear is conversions of active military. Talk radio has recently touched the subject again by saying that listeners should step-up their procurements because the conflict will "go hot" soon.

We recently reported that active duty in Virginia were being warned to prepare their families, and in this document is a list of units that are to be involved in "counterinsurgency operations" which includes, 704th MIB, Fort Made, MD, Collaboration with NSA; 513st MIB, Fort Gordon, GA in Collaboration with NSA Arlington Hall Station, VA; Aberdeen Proving Ground (Maryland).

This document appears to be written by a pudgy self-motivated government employee loyal to the government but not to any constitution, doctrine, or even his neighbors. It is a relatively low level employee with limited access to sensitive intelligence.
