Bush's speech was pretty good such as they go, and is directly applicable to Texas and their persecution of the FLDS religion. Here is what he said, followed by the paraphrase applicable to Texas:
"We believe that religious liberty is fundamental to a civilized society. So we condemn anti-Semitism in all forms -- whether by those who openly question Israel's right to exist, or by others who quietly excuse them."
We condemn Texas anti-Semitic attack of FLDS. It is anti-Semitic to pass laws that directly oppose Torah and those who would practice ancient biblical customs. Jacob had two wives; the Torah said, not to mistreat the sons of one wife in preference to the other; Elkanah the father of Samuel had two wives; David and Solomon had many wives and many other righteous men married more than one woman.
Polygamy is an ancient religious practice backed up by Torah saying, "If he marries another woman, he must not deprive the first one of her food, clothing and marital rights." We condemn Texas anti-Semitism whether done openly by the state or by churches that quietly justify the state, and the division of Jerusalem.

Today's struggle is with internet but in the end it is an ancient form of battle between the righteous and the wicked. The state claims the mantle of peace and righteous secular government, but they are not right in what they do, and the Christians and Jews employed by them are not religious men.
Those who pray to the god of Israel will engage in battle using his methods of warfare, and judge according to his law. Women and children are not the objects of combat but are not tolerated as shields either.
In truth the men who carry out these savage acts and run these government agencies serve no higher purpose than their own desire for a job and personal power. They accept no god before government and reserve a special fear and loathing of the righteous, especially those identified as defenders of Zion, both Jew and Christian.

And why the followers of governmment vehemently chanted, 'its extremism, anti-government, terror, rape, abuse!' That is why the President of Baptist CPS, Kevin Dinnin, and the churches of Texas, teach that killing lawbreakers who resist is one of the highest duties of the state. And why Eldorado's First Baptist women dreamed of evangelizing FLDS women into their own congregation, and why Focus on the Family calls for polygamy to be wiped off the map.
