There is some truth to the conspiracist who said that the federal government ceased to exist, and that it only had law enforcement authority over the District of Columbia.
Derry Brownfield interviewed a guest who battles the fed daily in land disputes. He related that the federal courts do not have jurisdiction over land disputes but will hear the case if you are foolish enough to agree.

Specifically, the legal entity titled, UNITED STATES OF AMERICA, is a corporation with authority over federal agencies and their regulations and has nothing to do with private citizens. That court is the method they use to commit fraud, but if you agree to use the USA court, and argue an issue, you cede the issue of your own free will. Feds do not want to be in a state court.
