The reason for Bar's ruse was that the ACORNS knew that the flu vaccine that they intended to compel inoculation by force would result in GBS. Dr. Daisy Stern confirms that the pandemic declaration by the UN gives them the authority to order member nations to inoculate and to replace any member government that does not.
